Leatherhead already gave the answer above, but I just want to elaborate. You are absolutely right that it uses the total character level, because that is how the game is designed.

Cantrips scale with character level. For example, a barbarian 2 / cleric 3 casts sacred flame as a 5th-level character.

I may have found a bug in my knowledge of DND5e :-)

Building my first polearm fighter, and I added the Glaive to my attacks list, then added the Polearm Master feat. It added the bonus butt-end attack, but the damage listed was 1+4(my Str mod) instead of 1d4+4. A bug?
